The newly capital city of south sudan is not 'No Man land" Government should first make agreement with all citizens of Yirol ( Ciec, Aliap and Atuot) before construction of the city. Yirol are Nomadic pastoralists and there are disadvantages after everything, and if those things happen with out agreement with community then it may lead to misunderstanding.
